I'm having the same problem, how did you resolve this? I've tried starting again and re-installing, and I'm still stuck. So I couldn't get all three characters into the ring since they didn't move, and without them I couldn't start the fight against Sauron. Even moving all three characters manually one after the other into the ring didn't work, since I wasn't able to select and control Elrond at all (judging from Qu1tsch1e's comment you should be able to control him, so I guess this was a seperate glitch). As I found out only after the restarts, they're actually supposed to run after you and help you against the orcs. But the problem was that the other two characters weren't moving at all and just stood still.

As far as I understood the problem (after restarting a few times), all three characters (Elrond, Elendil, Isildur) must be in the ring before the fight can start. I was able to walk up to him and run around him, but he just stood there laughing constantly without attacking me or anything.
